When my son came home from university he stayed with us about two years. He still has stuff from his teens and university years scattered around the house. Recently he stayed 6 months between moves and added another layer. So, for say 13 years we have asked, pleaded and begged him to remove it. Nada. Now, we are decluttering. Should I just bag and dump it without telling, or one last plead?

You should take ownership of your own home. By all means bag it, box it or whatever works best. Then notify your son that his goods are ready to be picked up. Tell him he has until a certain date to retrieve his belongings, after which you will be calling a charity or other business( Goodwill, Salvation Army, etc. in the US) that sells or redistributes unwanted goods.
